The High Commissioner's Big Lies Part 1
Contrary to a common misconception, the Durban Review Conference and its outcome did not focus on a single issue, conflict or group of people – the Middle East for instance is not mentioned in the outcome document. Rather, it emphasizes that all victims of racism “should receive the same necessary attention and protection and accordingly appropriate treatment.” [Emphasis added.]The Outcome document of the Durban Review Conference is a 91KB pdf file spanning 19 pages. It has 143 paragraphs in an enumerated list. It begins with a reaffirmation of its predecessor.
1. Reaffirms the Durban Declaration and Programme of Action (DDPA), as it was adopted at the World Conference against Racism, Racial Discrimination, Xenophobia and Related Intolerance in 2001;In effect, that affirmation incorporates the original resolution into the current document by reference. For many of us, a certain event transpiring shortly after the close of the Durban Racism Conference displaced the DDPA in memory. Let us therefore review a few crucial paragraphs.
63. We are concerned about the plight of the Palestinian people under foreign occupation. We recognize the inalienable right of the Palestinian people to self-determination and to the establishment of an independent State and we recognize the right to security for all States in the region, including Israel, and call upon all States to support the peace process and bring it to an early conclusion;Between the loaded words and code words, there is no room for doubt concerning the target or the UN's attitude toward it. The time has come to turn to the current resolution.
64. We call for a just, comprehensive and lasting peace in the region in which all peoples shall co-exist and enjoy equality, justice and internationally recognized human rights, and security;
151. As for the situation in the Middle East, calls for the end of violence and the swift resumption of negotiations, respect for international human rights and humanitarian law, respect for the principle of self-determination and the end of all suffering, thus allowing Israel and the Palestinians to resume the peace process, and to develop and prosper in security and freedom;
5. Emphasizes the need to address with greater resolve and political will all forms and manifestations of racism, racial discrimination, xenophobia and related intolerance, in all spheres of life and in all parts of the world, including all those under foreign occupation;I put the code words in bold font to make them stand out clearly. That is a code phrase for Israel. Despite the cryptic expressions, it is clearly obvious on the face of the text that United Nations High Commissioner for Human Rights Navi Pillay has dissembled: Israel is under attack both by reference and direct expression.
